The northern side of City Hall is in worst conditions, which has been place in first priority n the proposal that was submitted back in November 2014. In order to repair the foundation in City Hall, drilling of new foundation piers will have to be done that, through other work on the foundation, will acquire the load from the wood pilings. The wood pilings will remain in place with the propose plans. The plan is to keep City Hall open as normal, which the project’s noisy, and disruptive work will be done in the evenings after business hours, Johnson said.

The budget allocated for the foundation repair is set at $1.2 million in 2014 to begin engineering and other planning for the construction, which is to start in 2016 on City Hall’s northwestern corner. There are two general classes of foundation repair; deep, and shallow. Push piers, also called resistance piers, are pushed into the ground against the weight of your foundation. Push piers are primarily designed to be end bearing, so they are pushed into the ground until the tip of the pier runs into a layer of soil hard enough to push against to lift the foundation. Push piers can either be eccentric (mounted on the side of a footing) or concentric (installed under the center of the foundation).

Shallow Repairs
Shallow repairs are best suited for lifting non-concentrated loads such as slab floors. Both shallow foundation repair processes we perform involve injecting material immediately under the foundation concrete to fill voids and raise the foundation as required. The least appreciated of foundation repair methods, shallow repairs are often much more economical and reliable than deep repairs for slab foundations. We perform two types of shallow foundation repairs:

Foam Jacking
Foam jacking is used to raise and support slab portions of foundations, such as interior floors. High density polyurethane is injected under the foundation, where it expands and pushes the foundation back into place. We utilize foam jacking in place of slab piers.

Slab Jacking
Slab jacking is used to raise and support concrete slabs, generally outside. Slab jacking repairs settlement by injecting sand-based grout below the concrete to fill voids and raise the concrete.

Soil Modification
Soil modification changes the properties of soil to make it more suitable for bearing the weight of a foundation or structure. It can be used to stabilize sinking foundations in place, when it is determined that the disruption associated with a deep foundation repair outweighs the benefits of mechanical lifting and stabilization, or in conjunction with shallow repairs where the problematic soil is relatively shallow, and a good candidate for soil modification through a chemical grouting process such as permeation grouting.

The two most common methods of this type of repair are slabjacking and hydraulic jacking (also known as piering).

In a slabjacking operation, grout is pumped beneath a slab or beam to produce a lifting force that restores the member to its original elevation.

In piering, steel posts are driven through unstable soil and hydraulic jacks are used to raise or stabilize concrete slabs affected by changes in the underlying soil. The repair method used depends on the type of distress being treated.

Choosing the Correct Method for Concrete Foundation Repair

Before deciding on a repair method, you must determine what is causing the distress. Examine moldings and trim boards, mortar joints in brick veneer, and windows in low areas for clues. Also take note of recent weather. Unusually dry or wet weather can cause problems in the underlying soil.

The most commonly used method of correcting smaller slabs of sunken concrete, such as residential slabs, driveways, sidewalks, swimming pool decks, etc. is slabjacking.

Slabjacking is done by pumping a cement grout through small, strategically-located holes in the concrete slab. Once in place, the grout solidifies into a dense concrete mass and provides a competent bearing for the concrete slab.

If a soil-cement-lime grout is used, the lime content of the slurry will impart the benefits of lime stabilization to the base or sub-base. This combined treatment not only restores the slab to proper grade but also stabilizes the sub-soil to prevent re-occurrence of the problem.

For larger problems, especially those found in house and commercial building foundation shifting, piering is typically used to lift and stabilize the foundation.

Piering involves the use of strategically placed mechanical jacks to lift the settled beam to grade. The beam must be raised carefully to avoid further or unnecessary damage. Once raised, the beam is held to elevation by a specially designed spread footing and pier.

The footing is set deep enough so that it will be independent of variations in soil moisture. It is also designed to adequately distribute the load without creating unnecessary bulk or mass. The pier is tied into the footing with steel and supports the foundation beam.
